Will Santa Muerte work with Pagans?

I'm a Pagan (for lack of a better term), and am interested in honoring Santa Muerte. I know she is a folk saint who is based on an Aztec goddess, so I was wondering if I could honor her in a non-Christian way that would still be appropriate. Also, I read that having her shrine below waist level is disrespectful. Is that true?
