How does taking money from those who earn it and giving it to those who don't constitute Justice?

Democrates talk about fairness and justice. Then they propose social programs as a means of re-distribution of wealth and claim that these programs will bring about fairness and justice to society. I would like to know, how does taking money from those who earn it and giving it to those who don't constitute justice?
