I have been receiving notices that i won a lottery thru you? kathy larsen airheadnla@yahoo.com is this true?

about a month ago i started receiving messages that i had won a lottery from you and msn games, all went well till they tried to get me to send them money in the mail to pay for them to send me my check of $500,000 sterling from yahoo uk and ireland, since when do i have to pay them for a lottery winning? i have email addresses ect, and also can forward my emails to you. the person i have been receiving most of these from is a Elton Mills who supposedly works for you, please reply, or call 1-318-326-4680 in US. thanks for your help im very upset about all this, this is quite the scam
